1. Introduction
This handbook contains information of the NG It is aimed not only at the public, but also towards our staff as a guide for common practice and code of conduct.

To the Public
Dear Citizens of San Andreas,
The NG has a mission to fill, and that mission is to protect the state of San Andreas from dangerous criminals by keeping them locked up in prison. With your best interests at heart and a powerful group of Soldiers, we will achieve this.



2. To the Applicants
If you have decided to try your luck and applied for the NG, continue reading. Once you have posted an application the Training and Recruitment Personel will review your application and inform you about its status.

Accepted: You will proceed to the next step of the application process, an interview on Ventrilo or IG. You will be asked different basics questions, and if you pass, proceed to the third and final step. You will be tested by Training Personel to see if your RP skills and hanbook knowledge are decent. If you pass this test you will be invited to the NG.

Pending: If your application has been set to pending it means that we are not sure and will decide within 3 days about the final status of the application.

Denied: If your application has been denied than you are free to apply again after one week.

Permanently Denied: If your application have been Permanently Denied than you may never apply for the NG again.

Please remember:
The NG isn't a group of trigger-happy people who shoot on sight.
We are not here to mess around, the NG is an elite force.
We do not condone any corrupt activities, anybody who is found to be conducting with such activities will be fired and arrested and will not be able to apply for the NG anymore.



3. Basic Information
What do we do?
The NG is a strong group of men and women who work in a high security prison for the dangerous criminals of San Andreas. We normally patrol in industrial areas of San Andreas but you may also see us in city when we are occasionally called in for special situations, like catching heavily armed criminals or assisting with SWAT situations, and even terrorist threats.

4. Advanced Information
Firstly, and most importantly, make sure you go to the locker room at prison and go on duty. Type /ng and click on duty, and then type it again and get your weapons from the armory section of the menu if needed. Your main weapons will be a M4, Spas12 and a nightstick.

/gate and /roof/floor
This command allows you to use the elevator to go up to the Cargobob. You are ONLY to use this with a rank 5 or 6 gives you permeation.

Gate Command
/gate
This command allows you to open the gates where the NG cars are.

Radio Chat
/r(adio) <message>
This is used to speak with the other members of the NG. This is meant to stay IC as often as possible.

Department Chat
/d(epartment) <message>
Similar to the /r command, this is used to not only communicate with fellow NG officers, but also communicate with members of the other factions (FBI, LSFMD, LSPD, and GOV). Just like the radio chat, this is meant to stay IC, but the difference between /d and /r chat is that there will be no OOC chat in /d. If a high command or admin notices you speak OOC in /d then you may get in serious trouble. You may only use /d(epartment) with order from a high ranked soldier..

Megaphone
/m(egaphone) <message>
The megaphone allows you to instruct citizens from a farther distance than /s. The megaphone can only be used in government vehicles. Binds for megaphones are allowed, but are to be kept to no longer than two lines in order to avoid spam and irritation. If a high command or admin notices you abusing /m(egaphone) you may get in trouble.

Wanted List
/wanted
The wanted list shows the current wanted suspects. It will display their name along with how many warrants they have.

Mobile Data Computer
/mdc <name/ID>
The Mobile Data Computer will list a suspects crimes. This should be used after you have received a suspects identification. You may only use the /mdc when you are on duty.

Suspect System
/su(spect) <name/ID> <crime>
This command is never to be abused. The suspecting system allows you to place warrants for committing crimes on a suspect, so that you can subsequently have them arrested. You are NOT allowed, at any point in time, to place metagamed warrants on anyone. If you are caught doing so, you risk major infraction strikes and possible suspension time.

When suspecting a person, ensure that you have some form of identification from them. For the most part, the person will show you their license, however, this is not always the case. If they refuse to show you any form of identification, you are allowed to RP some way of finding out their name and information (fingerprint scan, DNA test, etc).

Frisk/Search
/frisk <name/ID>
Frisking suspects allows you to view what items they have on them. Such items that may come up include: Crack, Materials, and Weapons (MP5, Desert Eagle, etc.). When frisking someone, always put on a pair of gloves prior to using the command. It is imperative that you do so.

Taking Items
/take <name/ID> <drugs/weapons>
Taking items from a suspect can be quite useful, but should seldom be used. The only time you can EVER take items is weapons during an arrest. NEVER TAKE MATERIALS OR LICENSES. Doing so will likely get you demoted or fired. If someone is creating guns in jail from materials, inform a 1st Class Private or above over radio chat about it.

Tazer
/tazer
The tazer is probably your most important tool as a Soldier. This should never be abused. When using the tazer, it tazes the closest person to you for a total of five seconds. The golden rule about the tazer is that if the suspect has a gun out AT ALL, the tazer is off-limits. This is to avoid any possible rushtazing situations. Also, prior to tazing someone, please use something along the lines of /me pulls out a tazer and aims it at the suspect. This is to ensure that the taze was properly RPed.

Cuffing/Uncuffing Suspects
/cuff/uncuff <name/ID>
Cuffing suspects allows you to put them in your custody. You can only cuff a suspect if they've been tazed. Cuffs do break after ten minutes of initially being cuffed, so keep a watch on your time. To uncuff a suspect type /uncuff <name/ID>.

Detaining Suspects
/detain <name/ID> <seat id>
Detaining suspects allows you to place them in your car. To RP a detain correctly, position your car so that the suspect is next to the door that you will be detaining them to, otherwise, a simple /me grabs the suspect by the collar of their shirt should suffice. The seat IDs are as follows: 1 - Passenger seat, 2 - Rear driver-side seat, and 3 - Rear passenger-side seat. You may only /detain a suspect to a government vehicle (Patriot for example).

Deploying Roadspikes
/deployspikes
Deploying roadspikes allows you to setup a simple roadspike to stop vehicles entirely. This command can only used by a rank five or six (colonels and above) and only one roadspike can be spawned for the entire server. When a vehicle hits the roadspike, their car will jump a bit, causing the suspect to lose a good majority of their health and their car getting wrecked.

Destroying Roadspikes
/deletespikes
Destroying roadspikes allows you to remove a roadspike, so long as you're right next to it. This command can only be used by a rank five or six (colonels and above).



5. Vehicle Information
Vehicles may only be driven with permission from a Major or higher, otherwise you must use civilian vehicles.

Patriot:
The 'Patriot' is a four-doored vehicle and is relatively fast. It's used for standard Humvee Patrol, as well as arresting trespassers or escorting escapees back to the prison. We may patrol all over LS now. You can arrest criminals in that area but not in the City (Gym area, LSPD area etc). You can go to the city to repair your vehicle or to fill it up.


Barracks:
A two-doored slow vehicle. We use them in trainings and transporting.


Cargobob:
A big two-seated helicopter. Useful to chase after other helicopters attempting to land in restricted area. There is a modification that allows people to walk into it and then sit down allowing 4 passengers.


Rhino:
A tank equipped with a large cannon, the Rhino is able to easily shoot down slow or stationary aircrafts, as well as shoot vehicles with ease. Is able to easily drive over other vehicles, crushing them. Noone is allowed to drive this without Generals order. Anyone who drives the tank without permission will be fired.


6. Chain of Command
You are in your position for one reason, to obtain a better understanding of how the national guard works. So if someone is a higher rank than you and tell you something you better do it. As a Private you may feel like you know everything there is to know. Trust us you don't. Keep in mind once you screw around at any rank chances are you will be removed. Respect everyone in the national guard no mater what their rank is.

8. Ranks and Divisions

Private - Rank 1
* If you're a Recruit then you have yet to pass basic training, and shown that you're capable of the very basics of being a soldier. You may not join a division yet. You are by default a patrol Soldier.

Sergeant - Rank 2
* If you're a Corporal then you have finished your learning of the National Guard rules. You know what you're doing and can follow orders and now you're officially a soldier. You many now choose a division to join.

Captain - Rank 3
* If you've achieved this rank then you are obviously working hard and doing a good job. Keep doing what you're doing and you will become a higher rank soon. You may now give small orders to Recruits and Corporals . You are now a low command Soldier.

Major - Rank 4
* Now that you have achieved this rank you have more responsibilities. You can command any rank below you and you`ve reached the High Command and you have lots of field experience.You may now lead a divission.

Colonel - Rank 5
* You have proven yourself to be a great Soldier and leader. The leading of the whole National Guard is ahead of you.

General - Rank 6
* The most Elite and skillful of the National Guard. You have the authority to fire, hire, promote and demote anybody you wish.

Anyone, who manages to earn his Major status (( R4 )), can send a request to General about leading a division.


9. Legal Terms & Information
Indecent exposure: The exposure of ones "private parts" to the public. This includes public nudity, urinating or excreting bodily waste in public or just plain "flashing".
Lude gesture: Making rude gestures (eg. the middle finger, kissing arse, etcetera).
Verbal assault: Assaulting somebody through the use of words (eg. You're a fat cow) with the intent to upset or anger them.
Loitering on Government property: To stand idly on Government property (Out or inside the PD, FBI, City Hall, etcetera).
Illegal parking: Parking your vehicle on the road, footpath or somewhere else that is obviously not a parking area.
Illegal shortcut: Driving through a certain path to avoid the road and save time, like driving through somebodies driveway to get to the other side.
Illegal parking on Government property: *Read 'Illegal parking'
Illegal parking on Bank property: *Read 'Illegal parking'
Hydraulics on a public road: No definition required.
Reckless driving: Driving on the wrong side of the road, extremely fast, not stopping at lights to check if it is clear. (Green light unrequired, just check it's safe to go before going across)
Reckless endangerment: Doing anything that causes others lives to be in danger (eg. Speeding, driving on the footpath, etcetera).
Illegal racing: No definition required.
Use of Nitrous Oxide: No definition required.
Trespassing: Entering a restricted area that belongs to a private party.
Trespassing (Government): Entering a restricted area that belongs to the Government.
Affray: An offense that consists of two persons fighting in a public area, possibly causing harm or terror to bystanders.
Misuse of 911: A prank or false call to the FBI, LSPD or LSFMD with the intent to deceive.
Removal of impounded vehicle: No definition required.
Possession of illegal firearm(s): The possession of one or more illegal firearm(s).
Failure to comply: Failing to comply with direct orders from a Law Enforcement Officer (eg. Keep driving after being told to pull over).
Evading: Fleeing from a Law Enforcement Officer via mechanical means (eg. Driving, flying, sailing, passenger seat of a vehicle, etcetera).
Vehicular Assault: Repeatedly attempting, or succeeding, at ramming a person or their vehicle with another vehicle.
(Attempted) Grand Theft Auto: Attempting, or succeeding, at hijacking the vehicle of another person without their consent.
Driving under the influence: Driving under the influence of drugs or alcohol
Possession of illegal narcotics: The possession of illegal narcotics (drugs).
Possession of illegal materials: The possession of illegal materials or material packages, which are used to create firearms.
Discharge of a firearm: Shooting a firearm in public when unauthorized to do so (Legal within your own property).
Public endangerment: Endangering the public by driving recklessly, discharging a firearm, committing affray or other means that could cause harm.
Attempted murder:
Instigating public anarchy:
Kidnapping: Taking somebody against their will, and quite oftenly, asking for money for their return.
Robbery: Using intimidation, threads or firearms to take things from somebody or stealing another way (eg. Robbing the bank).
Rape: Forcing somebody to have sexual intercourse with you, even though it it completely against their will.
Bribery: Attempting to bribe a Law Enforcement Officer for freedom.
Assault: Issuing a threat with the means to carry it out/Attacking somebody
Extortion: Acquiring money, property, or services by use of intimidation or other acts.
Ibstruction of justice: Interfering with a Law Enforcement Officer(s).
Conspiracy: An accusation vacked up with proof that a suspect may commit a crime.
Accessory: Assisting in the commission of a crime, but not actually partaking in the unlawful activity.
Aiding and abetting: Participating in the commission of a crime
Hit and run: Colliding with someone, their vehicle; then leaving the scene without consulting that person.
Trafficking: Selling or trading illegal items; materials, firearms or narcotics.
Prostitution: Exchanging sexual acts for valuables or common currency.
Harassment: Persistent offensive behavior, be it verbally, physically and/or sexually.
Hostage taking: Taking hostages in an attempt to get things in return for their lives.
Domestic terrorism: Any act that attempts to overthrow government or start anarchy, or any attempt to 'terrorize' on large scale.

Duties




Introduction
The National Guard consists of many different tasks for it's members. This small guide will help everybody to become familiarized.



Humvee Patrol
We're patrolling around the whole Los Santos. You may chase, arrest and ticket anyone who is breaking the law around Los Santos and it's surrounding areas.


Cell Duty
This simple task involves staying in the cell area, where prisoners are. There should be two people assigned here if possible so that one may escort released prisoners outside or in case of a break-in. Also called Guard Post. All lawyers must be frisked, and in case of illegar weaponry or narcotics, it should be confiscated and the lawyer su'ed and ticketed or prisoned, before letting in. Visiting time is 5 minutes.
