Factions Announcement Public_Affairs

According to the decision of owners, we decided to close the following factions due to low playerbase:

-Federal Bureau of Investigation
-San Andreas Sheriff Department
-San Andreas National Guards (Army)
-Hitman

New faction added is as follows:

-Los Santos Transportation (Taxi & Bus)
